Note of conversation with Mr.Percebois on the 13th

instant.

Mr.Percebois called by appointment. The Colonial

Secretary was present.

The Officer Administering the Government thanked

Mr.Percebois for his thorough report on the Junk and Boat traffic &c.

but intimated that the recommendations made went much further than this

Government is prepared to go.

The Officer Administering the Government then asked

Mr.Perosboia if he would be good enough to give him his views on the

working of that portion of the Harbour Office with which he had been

connected, on the present basis and apart from questions of re-or-

ganisation or innovation. Mr. Percebois said that he had gained

during the period he had been at work in the Harbour Office a very

poor opinion of the organisation and efficiency of that portion of the

Department which had come under his direct observation. He said ikaix

there was practically no supervision by the Head of the Department

of the Clerical Staff, no control and that discipline was badly

maintained. The Clerical Staff in the Correspondence Branch, Junk

office, and Entry and Clearance Office for Steamers had very little

work to do. He had constantly observed the Staff idling and loafing.

He said that in the correspondence Branch there were three clerks and

that he considered one clerk sufficient for the work.

In the Entry and Clearance Office for Steamers there

were 2 clerks. He considered one afficient.

In the Junk Office there were 4 clerks. He con-

sidered 2 aufficient. At the present time the clerke in the Junk Office

were only engaged for about 2 hours in the morning.
